Microsoft Sitebuilder Network - put a graphic link (I'm sure you've seen them out there) on your site and get all kinds of free web-related resources from Microsoft. You might also want to download the latest version of Internet Explorer while you're there. Rating: A.
The-Inter.Net - A large collection of tools and information on all aspects of webpage creation. Inter.Net also offers you use of their free automatice webpage creation program which allows you to make a simple page online and then download it to your computer. Rating: A.
Free Web Design for NPO's - in addition to commercial web design, Sean Rea offers free web design services to all not-for-profit organizations.
WYSIWYG Page Creation - free homepage creation to individuals (although donations are greatfully accepted). Based in the United Kingdom.
SURF.TO - offers a free URL redirection service. You can get a name along the lines of http://come.to/my.home.page if you want. An excellent and needed service.
LinkExchange - offers free advertising for your website. Basically, you put their banner (see above) on your site, and whenever a certain amount of people visit your site and see the ad, your advertisment shows up somewhere else. All you have to do is design a banner of your own and apply to their server. If you are not so artistically inclined, many people like DragonWorks are willing to help you create a banner for free.
